Albania From the Water: Where the Road Ends and the Good Part Begins

There is a pattern to the Albanian coast that takes a couple of days to notice. The beaches you can park at are busy and the beaches you cannot park at are empty, and the gap between the two is usually about twenty minutes of walking or twenty minutes of boat. Nowhere else in the Mediterranean is the trade quite so stark, mostly because this coastline was closed to the world until the 1990s and the infrastructure never caught up with the geography.

Which means that anyone willing to get on the water sees a different country from the one on the postcards.

The peninsula with no roads

Start with the extreme case. Karaburun is a long finger of limestone north of the Riviera, over 800 metres high in places, with no permanent settlements and no road access whatsoever. Together with the island of Sazan offshore it forms Albania’s only marine national park, declared in 2010.

You reach it by boat from Vlora or Orikum, and what you find is a series of caves and coves that the army kept to itself for fifty years. Haxhi Ali cave is the famous one, big enough to take a boat inside. Grama Bay, on the western shore, has Greek and Roman inscriptions carved into the rock by sailors sheltering there two thousand years ago, and remains reachable only from the sea.

The beaches that need a boat, or a serious walk

Further south, the Riviera repeats the pattern in miniature.

Gjipe sits at the mouth of a canyon between Dhërmi and Vuno. There is a car park at the top, then a rocky descent through the gorge that takes twenty to forty minutes down and considerably longer back up in the heat. It is worth it, and it is also why the beach stays tolerable in July. The alternative is a water taxi from Himara, which turns the hard part into a pleasant half hour.

Krorëz, in the far south, does not have a road at all. You either walk in for around three kilometres from the highway above or you arrive by boat from Saranda or Ksamil. Once the day boats leave in the late afternoon, a kilometre of sand and coarse pebble goes very quiet.

Kakome, next door, has the strangest story on this coast. The bay spent twenty two years behind an iron gate under a ninety nine year concession granted in 2004 for a resort that was never built. In June 2026 the gate was removed and residents pulled down what was left of the fence, and the bay has been open since. There are no facilities, just the remains of the old structures and the water, which is the point. It is worth checking the current situation before you go, because the underlying ownership dispute has not been settled.

Butrint, the lagoon and the islets

Not all of Albania’s water is sea. Behind Saranda, the Butrint lagoon holds a Greek and Roman city that is slowly subsiding into the reeds, with a theatre, a baptistery mosaic and a Venetian tower guarding a channel that is still crossed by a cable ferry. Coming to it by boat, which several operators offer, gets you the approach the place was designed for.

Ksamil’s three islets sit close enough to swim to from parts of the shore, and closer still if you rent a kayak or a pedalo. In June or September, with the crowds thinner, this is one of the most straightforwardly lovely half days on the Ionian.

The practical route into all of it is a local operator rather than a big tour company. Boat trips, kayaking and jet ski hire along this coast are run by the same families who have fished it for generations, and browsing boat rentals and sea tours turns up options out of Saranda, Ksamil, Himara and Dhërmi, including private hire if you would rather set your own timetable than share a deck with forty people.

The inland water

One more, because it is the best boat journey in the country and it is nowhere near the sea. The Koman Lake ferry runs through a flooded gorge in the northern mountains, three hours of near vertical rock with the occasional house clinging to a ledge, and the Norway comparison that gets made about it is for once not marketing. The main ferry runs from mid April to early November, leaves Koman around nine in the morning, and takes cars for roughly seven to eight euros per square metre of the vehicle’s footprint, which lands near 38 euros for an ordinary car. Vehicle space is genuinely limited, so book.

Be aware of what it does to your logistics: the ferry lands you at Fierzë on the Valbona side of a mountain range, and the road network does not conveniently bring you back. Most self drivers leave the car and do the crossing as a round trip, or plan a hiking traverse and arrange the car separately.

Getting yourself to the water

Almost every embarkation point in this article is somewhere the bus does not go. Vlora and Saranda are served, but Orikum, the Gjipe car park and the small harbours in between are not, so the practical answer is your own vehicle. Booking car rental in Albania through local suppliers costs around half the international rate, from roughly 7 to 12 euros a day off season, and most owners will meet you at the airport rather than at a shuttle lot.

Check one thing in the contract before you sign: most policies exclude damage on unpaved roads, and the final approaches to Gjipe, Pulëbardha and several of the smaller coves are exactly that. If you would rather not drive the length of the country to reach the south, a transfer from Tirana airport with a fixed price covers the long leg, and you can hire something small locally once you are down there.

One rule for the whole coast

Book the boat, not the beach. If you have one day and the choice is between driving to a well known beach with a car park or taking a boat to an unmarked cove, take the boat every time. That is the version of this coastline that people come back for.
